FM framework questions

Straight answers for UK suppliers.

What is a framework agreement?

A framework is a pre-approved list of suppliers that buyers can award contracts to without running a full competition each time. Winning a place does not guarantee work: contracts are awarded later as call-offs, by direct award or a mini-competition between the framework suppliers.

How long do frameworks last under the Procurement Act 2023?

A standard framework can last up to four years, or eight for defence and security and for utilities. The Act also allows open frameworks, which must be reopened to new suppliers at set points and can run for up to eight years in total.

What replaced dynamic purchasing systems?

The Procurement Act 2023 replaced dynamic purchasing systems with dynamic markets, which suppliers can apply to join at any time while they are open. Dynamic purchasing systems set up under the old rules carry on until they end.

Is it worth bidding for an FM framework?

It can be if the buyers using it match your coverage and you can resource mini-competitions. Check how call-offs are awarded, the expected spend, how many suppliers will be appointed per lot and whether there is a minimum commitment. A framework place with no call-offs costs bid time and earns nothing.
