How this data works

Three kinds of early notice, all published under the Procurement Act 2023.

  • Pipeline notices (UK1): contracting authorities expecting to spend over £100m a year must publish, within 56 days of the start of each financial year, every contract over £2m they expect to advertise in the next 18 months. The expected publication date is the buyer's estimate.
  • Preliminary market engagement notices (UK2): published when a buyer consults the market before tendering. Responding is usually the only chance to shape the specification, lot structure and evaluation criteria.
  • Planned procurement notices (UK3): published at least 40 days before a tender notice. Buyers that publish one can shorten the later tendering period, so a UK3 means the tender is imminent.
  • A notice counts as FM when its CPV classification or title places it in one of 14 FM, M&E and building services categories. Supply-only goods notices are excluded.
  • Once the tender notice is published, the entry leaves this page and appears on the live FM tenders pages. Notices whose expected date passed more than three months ago are dropped.
  • Legacy Contracts Finder, Public Contracts Scotland and Sell2Wales prior information notices are not yet included.

How can I find out about FM tenders before they are published?

Under the Procurement Act 2023, large buyers must publish pipeline notices listing the contracts over £2m they expect to advertise in the next 18 months, and most buyers publish a preliminary market engagement notice before a significant tender. This page gathers the FM, M&E and building services ones from Find a Tender, with the buyer, the estimated value and the expected publication date.

What is a preliminary market engagement notice?

It announces that a buyer wants to talk to suppliers before finalising a procurement. Responding lets you influence the specification, lot sizes, contract length, social value asks and evaluation weightings, and it puts your name in front of the procurement team. Market engagement is not a bid and responding creates no obligation.

What is a planned procurement notice?

A planned procurement notice (UK3) is published at least 40 days before the tender notice. If a buyer publishes one, it can reduce the minimum tendering period for the later tender from 25 days to 10 days, so treat it as a signal to prepare now.

How accurate are the expected dates?

They are the buyer's own estimates and often slip by a few months. Use them to plan capacity and relationship-building, then rely on the live FM tenders pages and the free weekly email for the actual tender notice.
