It announces that a buyer wants to talk to suppliers before finalising a procurement. A planned procurement notice (UK3) is published at least 40 days before the tender notice. If a buyer publishes one, it can reduce the minimum tendering period for the later tender from 25 days to 10 days, so treat it as a signal to prepare now.
