What buyers expect in facilities management tenders

Common UK requirements and references. The buyer's own documents always decide what is mandatory, so check the specification and selection questionnaire for each opportunity.

Standard or requirement Why it matters in the bid
ISO 41001 Facility management systems standard. Rarely mandatory, but it gives evaluators a recognisable management-system reference.
ISO 9001, ISO 14001, ISO 45001 Quality, environmental and health and safety management systems. Often asked for at selection stage or accepted with equivalent evidence.
SFG20 The building engineering services maintenance specification many buyers use to define planned maintenance scope and frequencies.
TUPE 2006 Transfer of Undertakings regulations. Incumbent staff often transfer, so employee liability information and pension position drive cost and risk.
Procurement Act 2023, section 52 Contracts above £5m normally need at least three published KPIs, reported at least annually through contract performance notices.
Cyber Essentials (PPN 014) Asked for where the contract handles relevant personal data, official information or ICT systems such as CAFM and helpdesks.

Evidence to have ready

  • Two or three comparable contracts with scope, value, sites and named referees
  • Mobilisation plan with phases, owners, TUPE timetable and go-live criteria
  • CAFM and helpdesk process with reporting samples
  • Statutory compliance tracker showing asset classes, frequencies and remedial control
  • Supply chain management and subcontractor approval process
  • Carbon Reduction Plan where the buyer asks for one (PPN 006 applies to major central government contracts)

Quality questions you will often see

  • Describe your mobilisation approach, including TUPE and asset verification
  • How will you manage performance against the KPIs and service credits?
  • How will you deliver planned and reactive maintenance across the estate?
  • How will you manage subcontractors and keep statutory compliance visible?
  • What social value will you deliver on this contract and how will it be measured?

Pricing risks to check

  • Incomplete asset registers that understate the planned maintenance workload
  • TUPE pay, pension and holiday liabilities that differ from the employee liability information
  • Reactive work volumes and call-out assumptions inside a fixed price
  • Indexation, lifecycle and remedial works boundaries
  • Service credit and deduction regimes that bite during mobilisation

CPV codes we track

  • 79993000 Building and facilities management services
  • 79993100 Facilities management services
  • 70330000 Property management services

Notices are also matched on title keywords, so buyers who choose a broad CPV code are still picked up.

Facilities management tender questions

Straight answers for UK suppliers.

Where are UK facilities management tenders published?

Under the Procurement Act 2023, public contract opportunities are published on Find a Tender, the central digital platform. Scottish and Welsh buyers also publish on Public Contracts Scotland and Sell2Wales. Older procurements started before 24 February 2025 may still appear on Contracts Finder.

Can an SME win a total FM contract?

Sometimes, particularly where the buyer splits the contract into lots or regions. Many SMEs win more often by targeting single-service lots, or by becoming a strong subcontractor to a prime with a credible supply-chain offer.

What decides most FM tender evaluations?

Quality questions usually carry a large share of the score, and mobilisation, performance management, statutory compliance and social value are the common decisive sections. Price is still important, so assumptions need to be clear.
